Governor Abdulswamad Nassir Urges Parliament to Prioritize Public Input in Finance Bill 2024

Governor Abdulswamad Nassir has expressed his approval of the proposed amendments to controversial clauses in the Finance Bill 2024 by the Departmental Committee on Finance and National Planning.

Speaking at Ronald Ngala Ground during Eid-ul-Adha prayers today, Governor Nassir urged Members of Parliament (MPs) to prioritize national interests by considering public proposals in the upcoming debate.

“I have been informed that the National Assembly Finance Committee has proposed amendments to clauses in the Finance Bill 2024. The committee is set to table its recommendations on Tuesday,” stated Governor Nassir.

“It is crucial for our legislators to thoroughly review the committee’s recommendations and consult with their constituents during the debate. It is equally important to adhere to party positions. MPs should scrutinize the committee report to ensure that public input has been incorporated,” stated Nassir.

Governor Nassir also weighed in on the contentious ‘One Man One Shilling’ revenue sharing formula, asserting that each county deserves a fair share of revenue despite population disparities. He argued against favouring highly populated counties like Mombasa, highlighting the need for a balanced approach that considers economic contributions.

“The revenue sharing formula must account for various factors, including economic output and urbanization indices, simply basing it on population numbers overlooks critical economic realities,” Governor Nassir remarked.

Regarding the issue of Muguka, Governor Nassir clarified his stance against its proliferation citing evidence of its detrimental effects, particularly among youth.

“We have compelling data showing that a significant portion of Muguka consumers in Mombasa are minors under the age of 18 and the issue with the public My problem is the product I am not fighting any leaders from Embu or other leaders, Mogoka has proven that it’s affecting young people and if do not take action today tomorrow its effects will be even worse than it is now,” he said.

Machele, a member of the Finance and National Planning committee, confirmed the conclusion of public consultations and announced the forthcoming tabling of the committee’s report.

“Following the tabling, there will be a period for amendments and debates in the National Assembly. We will adhere to our party’s stance and appreciate the public’s engagement in this process,” Machele affirmed.
