The Community of Kibiri ward in West Karachuonyo is up in arms against the leadership of county Government of Homabay for robbing them of essential services at Kandiege Level Four Hospital as Ksh.54 Million is allegedly withheld at the county treasury.
The membership of the community through their opinion leaders confronted the hospital management citing more than two months lack of medical services but were told that the money which was given by SHA in May 2025 amounting to Ksh.54 million was taken by the county treasury.
Sources however intimated to KTMN that,since the county is broke the remittance from SHA was already earmarked to finance the fourtcoming develution conference slated for August.
The leadership of the County treasury is reported to be on a panic mode and is said to have considered the realease of Ksh.14 million back to Kandiege hospital for essential services which includes the payment for suppliers.
Since May 2023,the county treasury issued an internal memo reprimanding the management of 23 plus level four hospitals and above to remit all the revenues collected at the facilities to county treasury account against the national government policy on health which states that all the revenues collected at any facility is ment to be used at the very facility and nowhere else – Funds for improvement for the facility (FIF).
Of the revenues collected from all the above facilities,20% is retained at the county treasury against the policy and since 2023 May the hundreds of millions of shillings so far retained as not been accounted for todate.
Recently another Memo was issued by CECM for finance and Economic Planning Mr.Solomon Obiero emphasising the remittance of the revenue by respective administrators of the said health facilities.
