Bungoma Governor Advocates for County Irrigation Development Units to Boost Agricultural Productivity

Bungoma Governor Kenneth Lusaka, who also chairs the Agriculture Committee in the Governor’s Council, has called for the establishment of County Irrigation Development Units to enhance agricultural productivity and ensure food security.

Addressing a gathering of agriculture Chief Executive Committee Members (CECMs) in Taita Taveta, Governor Lusaka emphasized the critical role of water in agriculture, particularly in light of challenges posed by climate change. He stressed the need for guidance from both the Council of Governors and the State Department of Irrigation to achieve these goals effectively.

Lusaka highlighted the importance of executing regulatory functions at the county level to prevent potential conflicts with the National Government.

He revealed that the Intergovernmental Relations Technical Committee is finalizing the unbundling of functions to clearly define responsibilities between national and county governments.

Identifying a gap in county-specific policies, Governor Lusaka urged CECMs to prioritize the development and enactment of relevant agricultural policies and laws. This, he argued, would safeguard devolved functions and strengthen county authority.

Emphasizing the significant contribution of the agriculture sector to the GDP, Governor Lusaka called for collaborative efforts to align policies with county goals. He advocated for mobilizing resources to finance agricultural development projects and programs.

Furthermore, Lusaka highlighted the importance of adopting regenerative agriculture practices for long-term sustainability. He stressed the necessity of upholding the highest standards of food safety to protect citizens’ health.

In response to stagnant revenue shares, Lusaka encouraged CECMs to actively promote and facilitate direct investment by development partners and private investors.

“The goal is to foster collaboration and create a coordinated framework for maximizing synergies,” said Lusaka.

He reiterated the Council’s commitment to continuous engagement with all stakeholders in the agriculture sector, with the aim of transforming it for the benefit of smallholder farmers.

His advocacy for County Irrigation Development Units reflects a proactive approach to address challenges and drive growth in the agricultural sector.
