As the race towards the 2027 General Election gradually takes shape, Awendo Member of Parliament Walter Owino appears determined to anchor his re-election bid on a development-driven agenda centered on economic empowerment, education, roads, water connectivity, electrification and youth support programmes.
The latest distribution of over Ksh 2.78 million to Uwezo Fund groups in Awendo Constituency, as captured during a cheque presentation ceremony, is the latest indication of a carefully crafted strategy aimed at deepening grassroots economic empowerment while consolidating political goodwill across the constituency.
The funds are expected to benefit dozens of women, youth and community groups through affordable financing for small businesses, agriculture, trade and self-employment ventures.
Speaking during the disbursement, Owino emphasized that economic empowerment remains critical in addressing poverty and unemployment among residents.
“Development is not just about putting up buildings. It is about putting money into the hands of wananchi so that they can grow businesses, create jobs and improve their livelihoods,” the legislator said.
Building Political Capital Through Development
For a constituency largely dependent on sugarcane farming, small-scale trade and informal employment, economic empowerment initiatives have increasingly become a powerful political tool.
Residents who received the funds described the programme as a lifeline for groups that have struggled to access conventional credit.
“Banks require collateral that many of us do not have. These funds will help us expand our businesses and support our families,” said a member of a women’s self-help group in Awendo town.
Another youth leader noted:
“Most young people are unemployed. If these groups are supported consistently, many youths can become employers instead of job seekers.”
Political analysts argue that Owino’s focus on grassroots economic programmes reflects a growing realization among politicians that voters are increasingly demanding tangible development outcomes rather than rhetoric.
Infrastructure as the Centrepiece of Owino’s Agenda
Beyond economic empowerment, the Awendo MP has aggressively pursued infrastructure projects aimed at transforming the constituency’s social and economic landscape.
Recent projects include expansion of school infrastructure, rural electrification, road upgrades, water connectivity and support for health institutions. According to reports from the constituency and development agencies, education infrastructure remains one of the flagship achievements of the legislator’s tenure.
Over the years, numerous classrooms, laboratories and sanitation facilities have been constructed through the National Government Constituencies Development Fund (NG-CDF), helping address congestion in schools and improving learning conditions.
The commissioning of six new classrooms at Agongo Primary School earlier this year added to a growing list of educational projects implemented under Owino’s leadership.
During the launch, Owino reiterated:
“Education remains the foundation of development. As leaders, we must ensure that our children have access to quality learning facilities that inspire them to achieve their dreams.”
Roads Opening Up Rural Economies
One of the recurring concerns among Awendo residents has been the poor state of feeder roads linking farming zones to markets.
The MP has prioritized rehabilitation and upgrading of rural roads connecting villages to Awendo town and neighboring trading centers. Development reports indicate that improved roads are already reducing transport costs and improving access to schools, hospitals and markets.
Farmers believe better roads will enhance agricultural productivity by reducing post-harvest losses and easing transportation of produce.
“Before some roads were repaired, transporting cane or farm produce was extremely difficult during rainy seasons. Things are improving,” said a farmer from North Sakwa.
Water Projects Bringing Relief
Access to clean water remains a major challenge in many parts of Awendo.
To address the problem, Owino has championed water connectivity projects aimed at extending piped water to households and institutions. The Awendo Water Last-Mile Connectivity Project seeks to reduce dependence on streams and unsafe water sources while improving public health outcomes.
Residents say water projects have particularly eased the burden on women and school-going children who previously spent hours fetching water.
“Our children now spend more time studying instead of searching for water,” a parent from Central Sakwa observed.
Electrification and Economic Growth
Electricity connectivity has emerged as another key pillar of Owino’s development agenda.
Through collaboration with the Rural Electrification and Renewable Energy Corporation, several villages have been connected to the national grid through transformer installations and power line extensions. Expanded electricity access is expected to stimulate small businesses, support agro-processing and enhance security.
Local traders believe power connectivity is creating new economic opportunities.
“We can now operate businesses for longer hours and preserve products that previously required refrigeration in distant towns,” said a shop owner in Awendo.
Education and Bursaries Winning Hearts
Perhaps no programme has had a wider reach than the constituency bursary scheme.
Thousands of students from vulnerable households have benefited from NG-CDF bursaries over the years. In 2024 alone, over 7,000 students received bursaries worth Ksh 50.5 million.
For many families, the bursary programme has become synonymous with Owino’s leadership.
“Without bursaries many children here would have dropped out of school,” said a parent in Awendo.
The MP has consistently argued that education is the surest pathway out of poverty and has called for increased government support towards free education.
The 2027 Equation
Awendo Constituency remains politically strategic within Migori County, a region traditionally dominated by ODM politics. As 2027 approaches, Owino appears keen to defend his seat by showcasing a track record built around visible development projects rather than political theatrics.
His allies argue that projects such as the Awendo KMTC campus, rural roads, water schemes, school infrastructure and economic empowerment initiatives demonstrate prudent utilization of public resources. Parliamentary oversight teams have previously commended the constituency’s development record and implementation of NG-CDF projects.
Even National Treasury Cabinet Secretary John Mbadi recently praised what he described as Awendo’s visible development trajectory, citing roads, schools, electrification and water projects as evidence of transformative leadership.
A Development-Centered Campaign
While political competition is expected to intensify over the next year, Owino appears to be betting that roads, classrooms, water projects, electricity connectivity and economic empowerment funds will resonate more strongly with voters than campaign slogans.
For many residents, the real test will not be the number of projects launched, but whether they translate into sustainable jobs, higher incomes and improved living standards.
As one resident summed it up:
“Politics comes and goes, but if leaders leave behind schools, roads, water and opportunities for our children, that is what people remember when they vote.”
With the 2027 contest looming on the horizon, Awendo is increasingly emerging as a constituency where development performance—not merely political loyalty—could become the defining factor at the ballot box.
