Two years after Kenya’s historic Gen Z protests shook the foundations of political power and forced the withdrawal of the controversial Finance Bill 2024, one question continues to linger in the minds of many Kenyans: How did a movement that appeared unstoppable lose momentum, while the government it sought to challenge emerged politically intact?
The answer lies not merely in the brute force of state power, but also in the strengths and weaknesses of the movement itself. The Gen Z uprising was arguably the most significant civic action Kenya has witnessed since the advent of multiparty democracy. It demonstrated the power of a digitally connected generation that transcended ethnic, religious, and political divisions. Yet, like many spontaneous revolutions before it, it also exposed the limitations of leaderless activism when confronted by an experienced political establishment determined to survive.
A Revolt Born from Economic Pain
The protests did not emerge from a vacuum.
For years, Kenyans had endured a relentless rise in the cost of living. Food prices soared. Fuel costs climbed. Taxes multiplied. Unemployment remained stubbornly high, particularly among young people. While official government figures pointed to economic growth, millions of citizens felt little improvement in their daily lives.
The Finance Bill 2024 became the spark that ignited accumulated frustrations.
To many young Kenyans, the Bill symbolized a government increasingly disconnected from the realities facing ordinary citizens. Social media platforms transformed into organizing centres. Within days, a decentralized movement had mobilized tens of thousands onto the streets.
For the first time in recent history, Kenya witnessed demonstrations largely free from the influence of traditional political parties. The faces on the streets were students, professionals, entrepreneurs, artists, and unemployed youth united by a common cause rather than political affiliation.
Their defining moment came on June 25, 2024, when protesters breached Parliament grounds in scenes that reverberated across the globe.
The government was forced to retreat.
The Finance Bill was withdrawn.
In that sense, the movement achieved what many thought impossible.
Yet victory in protest does not automatically translate into victory in politics.
The Power and Peril of Leaderlessness
One of the movement’s greatest strengths was its refusal to be captured by politicians.
Without identifiable leaders, the government struggled to negotiate, co-opt, or intimidate the movement in its early stages. The protests spread organically and rapidly.
However, the same leaderless structure eventually became a strategic weakness.
History shows that most successful social and political revolutions possess recognizable leadership, ideological clarity, and organizational structures capable of sustaining momentum beyond the initial moment of outrage.
From the American Civil Rights Movement led by Martin Luther King Jr., to South Africa’s anti-apartheid struggle under Nelson Mandela and Steve Biko, enduring movements have combined mass mobilization with strategic leadership.
The Gen Z protests deliberately rejected conventional leadership structures.
While this protected the movement from political capture, it also created a vacuum when difficult strategic decisions needed to be made.
After the storming of Parliament, there was no universally accepted authority to define the next phase of struggle, articulate clear demands, or negotiate from a position of collective legitimacy.
The movement had energy but lacked a command centre.
The State Learns and Adapts
Initially, many observers believed the protests had placed President William Ruto’s administration on the defensive.
However, politics is often less about winning battles and more about surviving them.
Faced with mounting public anger, the government adopted a combination of coercion and concession.
Security forces intensified efforts to disperse demonstrations. Reports of arrests, intimidation, disappearances, and excessive use of force generated domestic and international concern. The cost of participation in protests increased dramatically.
Fear began replacing enthusiasm.
At the same time, the government moved swiftly to regain political legitimacy.
Cabinet changes followed.
The President acknowledged public concerns.
The controversial Finance Bill was abandoned.
A narrative of listening and reform began taking shape.
In politics, survival often belongs not to the strongest actor but to the most adaptable one.
The administration demonstrated an ability to absorb political shock, recalibrate, and continue governing.
The Art of Co-option
Perhaps the most significant factor in the movement’s decline was the gradual fragmentation of opposition forces.
Political systems rarely confront challengers through confrontation alone. More often, they seek to absorb them.
The emergence of a broad-based political arrangement between government and sections of the opposition altered the political landscape. Former critics found themselves working alongside individuals they had previously opposed.
For many young protesters, this development felt like a betrayal of the movement’s original aspirations.
Yet it also reflected a long-standing reality of Kenyan politics: elites often find accommodation even when their supporters remain divided.
As political actors repositioned themselves, public attention shifted away from the streets and toward negotiations within the corridors of power.
The momentum of protest gradually dissipated.
The Battle for Narrative
Every political struggle is also a struggle over narrative.
The Gen Z movement succeeded in controlling the national conversation during its peak. It forced the country to confront questions of taxation, governance, accountability, and youth exclusion.
However, sustaining public attention is difficult.
Over time, competing narratives emerged.
Questions arose over who genuinely represented the movement. Some activists entered formal politics. Others accepted appointments or opportunities within government structures. Internal disagreements surfaced regarding strategy and objectives.
The absence of a unified ideological framework made it easier for divisions to grow.
Movements that lack a clearly articulated long-term vision often struggle to maintain cohesion once the initial crisis subsides.
What Gen Z Got Right
Despite its shortcomings, reducing the Gen Z protests to a failed revolution would be historically inaccurate.
The movement fundamentally altered Kenya’s political culture.
It demonstrated that young citizens can organize independently of political parties.
It forced government responsiveness.
It elevated issues of accountability and fiscal responsibility to the centre of national debate.
Most importantly, it shattered the myth that political engagement belongs exclusively to established politicians.
For a brief moment, ordinary citizens reminded the political class that sovereignty ultimately resides with the people.
That lesson remains powerful.
What Gen Z Must Learn
If there is one lesson from the events of 2024, it is that outrage alone cannot sustain a movement.
Successful political change requires organization, ideology, leadership, and long-term strategy.
A protest can capture attention.
A movement can win concessions.
But lasting transformation demands institutions capable of converting public anger into political power.
The challenge facing Kenya’s Gen Z generation today is not whether they can mobilize. They have already proven that they can.
The challenge is whether they can build structures capable of surviving beyond hashtags, demonstrations, and moments of national outrage.
The Final Verdict
Two years later, the Gen Z uprising remains one of the most consequential political events in modern Kenyan history.
It exposed the frustrations of a generation burdened by economic hardship and disillusioned with traditional politics.
It compelled a sitting government to retreat on a major policy issue.
But it also revealed an enduring truth about power: governments are rarely defeated by protests alone.
They are defeated when protests evolve into organized political movements capable of sustaining pressure, building alliances, articulating alternatives, and competing for power itself.
The Gen Z protests won a battle.
President Ruto’s administration survived the war.
Whether history remembers 2024 as the beginning of a new political era or a missed revolutionary moment will depend on what Kenya’s young people choose to do next.
