Awendo Member of Parliament Hon. John Walter Owino has once again emerged among the best-performing legislators in the Nyanza region after securing a 70 percent approval rating in the latest Infotrak Leadership Performance Index covering the period between January and May 2026.
According to the survey, Uriri MP Mark Nyamita topped the regional rankings with 71 percent, while Walter Owino, Suna West MP Peter Masara and Ugenya MP David Ouma Ochieng jointly occupied second position with 70 percent.
Alego Usonga MP Samuel Orunga rounded off the top five with 68 percent. The survey sampled more than 87,000 respondents across all 290 constituencies and 1,450 wards nationwide.
For Hon. Walter Owino, the latest rating is viewed by many political observers as an endorsement of a development-focused leadership style that has increasingly centered on education, infrastructure, youth empowerment and constituency service delivery.
Education at the Centre of His Development Agenda
Education has become the hallmark of Owino’s tenure.
Through the National Government Constituencies Development Fund (NG-CDF), the MP has overseen the construction of new classrooms, dormitories, administration blocks and sanitation facilities in several schools across Awendo Constituency.
Recent projects include the commissioning of six classrooms at Agongo Primary School, additional classrooms at Get Comprehensive School and Ombasa Comprehensive School, as well as a modern dormitory at Bishop Odera Agongo Mixed Secondary School. These projects have been aimed at reducing congestion and improving the learning environment.
Alongside infrastructure development, Owino has consistently prioritized bursary allocations to enable students from vulnerable families to remain in school. Constituency leaders say the expanded bursary programme has eased the financial burden on hundreds of households amid rising education costs.

Beyond education, the Awendo legislator has championed road improvement projects, rural electrification, access to clean water and affordable housing initiatives in partnership with national government agencies.
His office has also supported youth and women’s empowerment programmes while advocating for improved public services in health, agriculture and environmental conservation.
Community tree-planting campaigns have been incorporated into development activities as part of broader environmental sustainability efforts.
Parliamentary Performance
Inside Parliament, Walter Owino serves on the Energy Committee and the National Government Constituencies Development Committee, where he has contributed to debates on energy access, NG-CDF implementation and public finance.
Parliamentary records show that he has actively participated in legislative proceedings, frequently raising concerns affecting his constituents, including delayed government payments and development funding.
Recognition Beyond Awendo
The Infotrak ranking adds to a growing list of accolades received by the legislator in recent years. Earlier this year, he was recognised during the Politrack Africa Star Leaders Awards, with supporters citing his consistency in project implementation and accessibility to constituents.
Treasury Cabinet Secretary John Mbadi has previously commended Owino’s leadership, describing his approach as people-centred and driven by regular engagement with residents.
During a development tour in Awendo, Mbadi urged leaders to remain accountable to wananchi and praised the visible impact of projects undertaken in the constituency.
Growing Political Influence
Since first winning the Awendo parliamentary seat in 2013 and retaining it in subsequent elections, Walter Owino has steadily built his political profile within Migori County and the wider Nyanza region.
His emphasis on tangible development rather than confrontational politics has strengthened his standing among supporters and positioned him as one of the region’s influential legislators.
