President William Ruto’s three-day development tour of Migori County marks a pivotal moment in his political strategy as he intensifies efforts to consolidate his support base ahead of the 2027 General Election.
The tour, which is part of a broader push to shift political allegiances in Raila Odinga’s stronghold, is not only about economic development but also about weaving a new political fabric for the future.
For years, Luo Nyanza has remained an ODM stronghold, with Raila Odinga commanding significant loyalty from the region.
However, Ruto’s administration is working to break through this political wall.
The President’s outreach to the region comes as part of a deliberate strategy to broaden his political support base, especially after a series of tensions within his own camp in Central Kenya.
Consolidating Support Amidst Political Shifts
Ruto’s political overtures to Luo Nyanza are significant in the wake of his strained relationship with Central Kenya — a region that was crucial to his 2022 victory.
His presidency has faced increasing challenges there, particularly following cabinet realignments and the impeachment of Deputy President Rigathi Gachagua, a move that has further divided his political base.
The political fallout has left Ruto grappling to maintain strong ties with his Central Kenya allies, many of whom have expressed dissatisfaction with his leadership.
In light of these fractures, President Ruto is pivoting towards areas that were previously seen as opposition strongholds. Luo Nyanza, long dominated by Raila Odinga’s ODM party, has become a key battleground for the 2027 elections.
By investing in development projects, Ruto seeks to create a new narrative — one that transcends historical political divisions and focuses on economic transformation and inclusivity.
The Three-Day Tour and Key Projects
The president’s visit to Migori County is a carefully orchestrated initiative aimed at leaving a mark in the region.
Accompanied by Treasury CS John Mbadi, Energy CS Opiyo Wandayi, Interior PS Dr. Raymond Omollo, and a host of Migori leaders led by Governor Ochillo Ayacko, the President is launching a series of high-impact projects that are expected to benefit local communities and signal his administration’s commitment to fostering broad-based development.
The tour began in Suna East Constituency with an interdenominational prayer service held at Kadika Primary School grounds before the entourage headed to Suna West Constituency for the unveiling of a Deputy County Commissioner’s in Piny Oyie Center
In Awendo, the President is set to unveil the Awendo Rural Electrification Program, a KSh 1.9 billion initiative that will bring electricity to over 18,000 households in this rural part of the county.
” This project is part of our larger vision to expand electricity access to underserved regions, a key promise of his administration’s last-mile electrification program,” Dr Ruto noted.
Later, in Kuria West, the President is expected to launch an affordable housing project in Mabera town, with the construction of 2,000 new housing units aimed at addressing the growing demand for affordable homes.
This initiative is a continuation of the President’s housing agenda, which aims to provide 500,000 affordable homes across the country in the next five years.
In Rongo, Ruto will commission the Rongo Comprehensive School, a modern educational facility that will serve as a model for other institutions in the region.
“Education remains one of the pillars of the Kenya Kwanza development agenda, and I have consistently highlighted the importance of equipping our young learners with the skills necessary for the modern job market.
Furthermore, in Riosiri, a border market serving Migori and Kisii counties, the President is set to launch a new modern market, designed to provide better facilities for small-scale traders, which are a vital part of the local economy.
In Awendo, the President is also set inaugurate the Animal TIVET Program at Alara Training Institute, a program intended to provide vocational training for youth in animal husbandry and agri-business, addressing the region’s dependence on livestock and agriculture.
A Political Strategy for 2027
The timing of the tour is highly strategic. By focusing on Luo Nyanza, Ruto is sending a clear message — that his government is committed to development, not just political affiliation.
With Raila Odinga’s potential stab at the presidency still in a political myriad, pundits argue that the President is positioning himself as the alternative leader for the region, framing his policies as a way to bridge the political divide and promote national unity.
“The President’s overtures in Luo Nyanza are not just about infrastructure, though. They are about reshaping the national political landscape in preparation for the 2027 elections, noted Mr Dansam Ouma,a political analyst.
By offering tangible development initiatives and engaging with local leaders like Governor Ochillo Ayacko, and local legislators, Ruto is attempting to build a coalition that includes both ODM-aligned and Kenya Kwanza supporters.
“Personally I was the deputy party leader of ODM way back and I see no harm in working closely with them They are my friends with whom we have enjoyed close working ties,” Ruto said.
This new approach contrasts sharply with the political climate in Central Kenya, where there is rising discontent.
The President’s move to strengthen ties in Nyanza is seen as an effort to mitigate the potential loss of votes in his traditional stronghold.
Central Kenya has voiced dissatisfaction with the slow pace of promised reforms, the lack of significant representation in key government appointments, and growing frustrations over unfulfilled expectations.
Development and Beyond: Building Unity Through Projects
Beyond politics, Ruto is presenting his administration as one that is driven by development and inclusivity, not just party allegiance.
His message is clear: development is not about political loyalty, but about uplifting every region and every citizen.
He has consistently emphasized the importance of unity, urging leaders across the political divide to prioritize the welfare of their constituents over partisan interests.
The President’s rural electrification, housing projects, and infrastructure upgrades are designed to show that his government is committed to uplifting people from all walks of life.
His efforts to build bridges in Luo Nyanza reflect a wider strategy to unite the country through economic empowerment and social inclusivity.
Whether Ruto’s push in Luo Nyanza will pay off politically remains to be seen. But one thing is clear: his strategic outreach is reshaping the political landscape, and his message of development is resonating in regions that have long felt marginalized.
As the 2027 election looms large, President Ruto is not just focusing on votes — he is building a future for Kenya, one that transcends historical political divisions.
