The Kisumu County Security and Intelligence Committee has unveiled a comprehensive six point security framework aimed at tackling rising insecurity, including the activities of goons that have disrupted political rallies and public events across the county.
The resolutions were reached during a high-level security meeting co-chaired by Kisumu Governor Prof. Anyang’ Nyong’o and Kisumu County Commissioner Mohamed Mwabudzo in Kisumu City on Wednesday.
Addressing the media while reading the joint communiqué on behalf of the committee, County Commissioner Mohamed Mwabudzo said the measures are designed to restore law and order through close collaboration between the National Government and the County Government.
At the heart of the framework is the regulation of political security and the eradication of goonism. Mwabudzo said the County Security and Intelligence Committee will not tolerate unregulated security groups and assured organizers of public events that adequate security will be provided upon request.
“We shall not condone the use of unauthorized security groups at political or public gatherings. Anyone requiring security for lawful functions should seek assistance through the established government channels,” he said.
The committee also announced a major crackdown on criminal activities within the public transport sector. Mwabudzo said the County Government, in partnership with public transport Saccos and national security agencies, will launch joint operations to flush out criminal elements infiltrating the matatu industry.
“The public transport sector must remain safe and accessible for all citizens. We will work closely with stakeholders to weed out criminals operating within the sector,” he stated.
As part of the new measures, businesses found to be facilitating or engaging in criminal activities risk losing their operating licences and permits.
The committee further resolved to strengthen community policing through the establishment of Village Security Committees and neighbourhood committees to improve intelligence gathering and enhance cooperation between residents and security agencies.
To boost surveillance, the County Government will collaborate with the National Government to roll out an extensive CCTV network. High definition cameras will be installed in residential estates and key public areas to provide real time monitoring and assist law enforcement agencies in identifying, tracking and prosecuting criminals.
In addition, the county will accelerate the rehabilitation and maintenance of street lighting, particularly in crime prone areas, as part of efforts to improve public safety.
Mwabudzo reaffirmed the government’s commitment to enforcing law and order, saying all resolutions take immediate effect.
“The County Executive and the National Government Security Team shall continue to maintain a zero tolerance policy towards lawlessness.
Enforcement teams have already been dispatched to implement the agreed roadmaps across all sub-counties in Kisumu,” he said.
